An additional tool for the UNDP to help developing countries reach the
target of halving the number of persons living in extreme poverty by year 2015,
according to the Millennium Development Goals.
The APPI-supported initiatives combine the top-down and the bottom-up
approaches to produce policy changes in the field of local development. The
bottom-up approach is implemented through local, participatory and integrated
human development plans in selected geographical areas, which are financed by
national and international stakeholders. The top-down approach is
implemented by advocacy, training and advising actions vis-à-vis national and
local authorities, based on the practices carried out in the pilot local
plans. All activities linked through International Thematic Networks and
supported by decentralised cooperation.
